Government agencies and organizations are increasingly facing global challenges and opportunities. They need officials, managers and leaders who can influence people and organizations from other cultural backgrounds. Global mindset is a set of individual attributes that helps officials succeed in their global environments.
But how can government agencies identify individuals with high levels of global mindset? How can they develop and enhance the stock of global mindset in their organizations?
Thunderbird School of Global Management, the world’s No-1 ranked graduate school in international management, has designed an instrument that is rigorous, scientific, innovative, and easy to use. It is Internet-based and has 76 items. It takes only a few minutes to complete. The instrument is available in a version specifically designed for government officials. It comes in two formats: Self-assessment and 360 degree format. It is available in English, Mandarin Chinese and Russian.
The questionnaire is designed to measure a decision maker’s profile of global mindset. Global mindset refers to an individual’s ability to work effectively with individuals, groups, and organizations from other parts of the world.
Based on interviews with more than 200 global executives in cities all over the world, and a survey of more than 1,000 individuals in many countries, a team of eight Thunderbird professors have scientifically defined global mindset and its three major dimensions: Intellectual Capital, Psychological Capital, and Social Capital.

The instrument, which has very strong psychometric properties, was designed in collaboration with the Dunnette Group, world class experts in instrument design. A psychometric report on the validity and reliability of the instrument is available on request.
Hundreds of managers in large multinational corporations participated in the design of the inventory. The current TGMI database has more than 6,500 individuals who have completed the survey. Managers from more than 200 organizations have participated in our surveys. Organizations like the World Bank and The Fulbright Program are represented in our database.
The instrument is designed to examine the global mindset profile of the members of a group or unit in an organization. It is not a self-standing instrument. Once the members of a group complete their TGMI, they will attend a half-day or full-day workshop to receive their individual feedback reports to discuss the relevance of the concept of global mindset to their group and their organization and to develop action plans on how to enhance their own global mindset, as well as that of their direct reports, and their organization. The workshop consists of presentations, small group work, and general discussions. Below is a sample profile for an executive working for a global organization.

TGMI Self-assessment: $120 per person invited.
TGMI 360 version: $200 per person being assessed (up to 8 assessors)
Half-day debrief workshop (Title: Global Mindset Scan): $7,500
Full-day debrief workshop (Title: Global Mindset Scan): $15,000
Shipping and handling expenses will be added to the total cost. Hard copy feedback packets are couriered via Federal Express. The feedback packets contain several important collateral materials in addition to the feedback reports.
